Default Need advice on building a computer from OLD parts

Here's the deal, I want to build a piece of crap computer that I can use soley to emulate NES, SNES, and Genesis games. I can easily do this on a old old machine, but the problem is I want to hook this up to a TV and run it like a console. I would connect two gamepads (USB) and run the video through an s-video line to the TV. So im trying to get a cheap machine, but I also need to be able to use a video card with s-video out. I would also like something in a small form factor, so I don't have a giant tower sitting next to my TV. I want to do this as cheaply as possible, since im not planning on using it as a computer really at all and Im a broke college student. I'd prefer to simply buy an old computer and add the video card to it, so I want advice on what to try and buy. I was interested in a Dell Optiplex GX150 in the small form factor case, but I don't know if there will be compatability issues adding a video card etc. Thanks for the help!

well, if u solely just want to emulate, nothing else.. then probably all u need if a modem(if ur planning to...), cd drive(if u r planning to get it from elsewhere and have it burnt on cd).. other than that... ur pretty much set if u have

a running PC with a decent working 24 bit color vido card is enough.. nothing to big since those type does not require massive graphic rendering.. a keyboard, mouse, power cable, monitor.. pretty much it..

u can get that fairly cheap.. if u have some stuff already.. ur half way there.
