Windows services wont start or stop anymore

We had a power faillure but because of the ups i could shutdown our win2k server nicely.

Since then (maybe even before then) no services start or stop anymore

It sp1 and i can't install sp4 because installer service won't start.

Google gave me only info about homemade services that needed the .NET patch.

My guess is a reinstall but if you have a better idea suggestion please let me know
