Question Doom 3 vertical Sync

for some reason even if it say that vertical sync is enabled, it isn't. I start playing and the graphics kind of chop when i move and i hate that. normally vertical sync fixes this, but, doom 3 is not responding to the command. I also I activated it on control center. so what's wrong?

You need to update your video card to a new version. Go to www.ati.com

I know exactly what you are talking about and I'm assuming that it is an engine bug.
