ok, more BIG problem!

windows is on and running fine...

i can hear my psu flicker "ret ret ret ret"
and for every "ret" the lights flicker
my lights in my room, is something installed wrong? my computer cant be drawing THAT much current, could it? my friend has an old house with only plugs and what not and he can run a ps2, tv, a dell computer, and a high proformance computer...WTF IS WRONG GODDAMMIT

help?
i need this to work...

The psu starts making this noise after about 6-8minutes of running.
soon as it starts, the ceiling lights blink when ever the psu makes that click noise. i fear it is trying to prevent a surge or something.
should i leave it off for the time being? i have it off right now, but i install bits of programs before it starts up doing the clicking...

the noise is coming from the middle area of the psu.

HELP!
