You need a video card with an S-Video conector (looks like a PS/2 conector), and a TV with an S-Video conector, and an S-Video cable. Is the TV in another room though? Cables tend to loose signal quality after a couple of feet.

No my computer is in the same room it like less then a foot away. There's no other way you can't use like RCA or somethign like that. my tv is brand new but i don't believe it has and S Video connector. If there's anyother way could you tell me what it is?

You sure? Most new T.Vs come with it. It should be in the back.
