Default XP Power Management inoperative

I've had my PC set to:
1. shut down hard drives after 5 minutes
2. shut down the monitor after 10 minutes
3. go to Standby after 15 minutes
4. Hibernate after 30 minutes
for over two years now. Everything's been fine up until yesterday. I left the pc running, and came back after 20 minutes and there it is, sitting there running, screen on, and idle. I've tried altering the settings, but none work at all; the Power Management is there in Control Panel, but it's like it's not connected to anything anymore. I've changed nothing at all in any other program that might affect power management. Any clues? Thanx in advance
