If the room the cpu is kept in is cold throughout the winter during that time would there be any reason not to turn the fan so it pulls air into the case?? Or should you only do this if there is another fan to push air out also...

ideally you'll be looking at to have equal numbers of pans acting as intakes and as exhausts. by having more fans pointing in you'll end up with lower airflow in the system

if you just leave a fan pointing out and having it suck air ou of the case, it will need some place to get air so it will still pull air through wich will be cold, as you said
