I can't help you about the difference/where to find the oc'ed cards, but yes, you do need a heat sink for your graphics card. The graphics card effectively has it's own processor (like your CPU), and if you don't put a heatsink or fan on it, the graphics card could melt, and the temp of your other drives and chips could rise, causing them to fail...anyway....yeah, you do need a heatsink.
