Question cpu/video quality

ok, its obviously understood that the cpu plays a fairly important role in graphics/gaming. im just wondering if the cpu's FPS cap changes with the quality of the graphics that are put out.

for instance an athlon 64 3000+ might have a top fps of x.
when graphics quality is raised fps = x-5.
when graphics quality is lowered fps = x+5.
is this the case?

its mostly the videocard for graphics and gaming but if you put a amd 3000+ with a 7800 gtx 512 mb it might bottleneck it but a amd FX wont bottleneck so the cpu has some play in graphics and gaming but the videocard is mostly more important.

haha... 7800gtx512 my arsh... that things like $750.. forget that. actually i was thinking about 7800gt... or 7800gt duallies after awhile.
also, im going to get a dual core 3800+... performs a little better than the 3000+ single threaded... but when they make games multi-threaded ill be fine. until then maybe ill o/c to 2.2ghz or even 2.4ghz. dont worry i have a nice heatsink that i plan on putting some vantec tornadoes (yes plural) and a fan controller on. vantec fan controller of course, and vantec dampening. thats how they get yur money... but HEY LOOK AT THE COOLING PERFORMANCE DAMN!!

simple question: what does bottlenecking mean? and how does it happen? is it when you use x amt of one thing that is more than another component can handle and hinders your pc?

even i understand that. bottlenecking means that one parts limits another in performance. in this instance were saying that the cpu would bottleneck the video card, meaning that the video card COULD get faster frames per second, if it were in a system with a faster processor. however, cpus normally dont bottleneck unless u have a lower grade processor and a top of the line video card, such as the 7800gtx 512mb
