Default Friends CPU is overheating

Ok so today my freind said hes having problems with his CPU. He says he by accidently overclocked it and made it overheat because he was getting heat warnings. He says he had a 2.4 gigahertz P4 and it somehow got overclocked to 3.2 gigehertz. Makes sense, I thought. So I had him DL CPU-Z and turns out he has a 540. His motherboard is an ASUS (I forgot the model, but its 775), so he DL ASUSprobe. And then we found out he's running his CPU at 71* C... stock He says it just started yesterday when he was playing WoW. He and his dad built the computer so it sounds like they may have not had the heatsink in right and he bumped it out of place or something. I told him to register here, hopefully he will, but what do you guys think is going on?

May have not removed the plastic protective cover on the thermal goop on the HSF.

if he had overclocked and the heatsink isnt that good say the reference heatsink it could run hotter then normall

Do all CPUs have that on there? B/c my AMD 64 3500 didn't seem like it had it on there, so i didn't remove anything before installing it.

But he didnt overclock, he thought it did and thats why it was running hot. Turns out it was running hot on stock speed.
This computer was also running for half a year already.

Ah. In that case, open it and check the HSF.
