Average? No clue about laptops, but desktops? I'd say:
Regular: maybe 200W to 300W or so (including the monitor)
Standby: maybe 10W
Hibernation and Power Off: less than 3W
Surprised? Even when powered off, your pc uses some juice to keep the +5vdc power alive to be able to switch on the "Power Good" signal to the power supply.
The only time the PC uses zero power is when it's unplugged or the power switch on the PSU itself is off.
