Talking VROOM VROOM noises Help PLz

hey frends, i have some problems with ma old comp, recently, it starts going VROOOM VROOM when it starts and the hd light isnt flashing but shining non stop...i havta restart it manually a few times to get it stop making de noise, i have already changed a new cpu fan, but still makes the noise
help would b great

um iz kinda old (around 3 years)
by hte way, i changed the power supply also and changed the CPU fan, but the cpu fan and something else still makes noise (very loud)

MB: Intel D845GBV
CPU: 1.7 GHZ Intel CPU
Graphic: BFG Geforce FX 5200
HD: seagate 40 GB 7,200 RPM
CD/DVD: normal
Floppy: NEC floppy
Ram:Kingsoft DDR 400 512 RAM

Well open up the case and use your ear to figure out what that is .. possible candidates include: CPU, PSU, VC and HDD as well as casefans
