Default OCing

I have an amd sempron 3000+ that runs at 1.81ghz in a pakard bell iMedia (see here).

Does the processors name 3000+ mean that it can run at 3ghz+, and if so how do I increase the clock rate?

No, not really. I think it just means that if you were to compare it to intel, it's comparable to a 3.0 Ghz Intel CPU. Atleast, that's what I've read, although I may have it totally wrong.

I wish. Somewhere around here there should be an OC101 Thread. Look for it, and read it. I'm sure it will enlighten you.
