If possible could you suggest good cheap input mouse and keyboard as well. It is needed for general use, like office processing, photo storage and some gaming.

These are the only components I could think of for that budget.
CPU: AMD Sempron64 2500+ 1.40GHz ($97.90) RAM: AM1 DDR-SDRAM 400MHz PC3200 256MB ($37.40) However, if your friend could stretch a further $20 then the Ram could be increased- Other RAM: Lemel DDR-SDRAM PC3200 512MB ($71.50)

Cant use to many processors on that board, only has a 100mhz FSB, think they made a duron that was a 950 and older athlons up to 1.4 ghz. that would work, needs more Ram and better video. Your not goin to play too many games with it, outdated!! plus you cant use the ram he stated, you have to use sdram pc100 or pc133, look here

its not really that feasible to make a worthwhile upgrade with that amount of money. well i dont think so at least, its a tough call, if you can find one look out for an old thunderbird core athlon, you could probably find one on ebay. that way you have money for more ram.
