Default Transparent Icon Text?

Okay, usually, Windows XP makes the collor behind the text of icons on desktop transparent, right? Well, just a few days ago, out of no where, I now have this gray color behind the icon text, and I have no idea how to make it transparent again. Any ideas?

(This would count as a software issue, right? o.o)
