Why not get window's 3.1 I think it fits on 6 floppyy diskl's so it has to be small enough, and you should be able to get it for less then 20$, prabally around 10$ if you look around.

*shudder* You don't mind if there's no GUI? You must be rather good with command lines. If you don't mind not having a GUI (which means text, no mouse) you could try Small Linux, which uses 2 Megs of RAM and fits on 2 floppy disks http://www.superant.com/smalllinux/

you can try damnsmalllinux. Its only 50M. It can be used as a live cd or can be instaled.
