Default smooth scrolling

i just installed windows pro on my computer and when I go to websites and scroll up and down it jumps around...or flickers, and i was wondering how to fix it...any ideas?

You think its a problem with the gpu? im useing the onboard video that is on the ECS RS480 mobo and the resolution is at 1024x768

Edit: i just changed the color from 32bit to 16bit and it *kinda* fixed it , but one of my friends has the same onboard junk and he runs his at 1280x1024 w/ no problems

Have you installed the video drivers?
If not, do so.

You should install every driver that came with your motherboard. It should fix the scrolling.
