Users Network Rights?

Here's the situation:
I have an administrator access to a computer, which has a limited-type account called "student". That account is NOT able to connect to, or receive connections on certain ports (including 21 - the ftp, and others). I need these ports to be allowed to access from the student account.

There is NO firewall installed on the system, and windows firewall is also disabled. Switching the account type from 'limited' to 'administrator' solves the problem of port access, but i need the student account to remain limited.

Does anyone know where windows keeps its network restriction settings?
