Computer won't start

My computer won't start when the power button is pushed. If I unplug the power cord, then uplug the mother board harness, then plug the power cord back in, then plug the mother board harness back in, it starts and runs fine. What is wrong? It's a compaq presario amd about 2 yrs old.

QUESTIONS 101 Did you try resetting the BIOS yet?
