Exclamation Black Outline

I just installed a new installation of Windows XP professional and there is a black outline along the edges of the monitor that wasn't on the last installation.
Any Ideas What's Going On?

Also, I don't think it is a drivers issue, because one for the monitor is shown in the display setting area

Check your resolution. Be sure it's set the same as before. Some LCD's will do this on lower resolutions. If it's a CRT, make sure you're res and Hz are the same. You know how you can adjust the size of the picture? Well sometimes this is dependent on the resoultion and Hz. If you went from say 72 to 60 Hz, your screen size might change due to default settings.

I don't get it, I'm able to change the resolution and the refresh rate (Hz) and they change but the black outline is still there, does this make sense?
