Default cannot boot XP from Logon window

I cannot access my PC. Whenever I get to the XP (Home Edition) logon window, type in my password I get "loading your personal settings", then it switches to another screen briefly, then back to the XP logon screen it says "saving your personal settings". I've tried "Last known Logon...", Safe mode, Command prompt safe mode, everything and always get the same result at the logon window. I don't want to reformat my system and loose everything. I'm not to sure about system restore, if I'll loose any data or program. Please help! Thanks
