Default Biostar m6tba v1,5

A biostar m6tba v1,5 belonging to my school is in a system with celeron 433 in slotket, 256mb sdram. I upgraded with new HDD, PSU, and video card and now it will not boot. All fans spin up, but no video and no beeps. It will remain in this state until turned off.

433 celeron
Biostar M6TBA v1,5
Diamond Speedstar A50 AGP video
ISA ESS sound card
PCI D-link NIC
2x128mb pc100
6gb seagate medalist HDD
Samsung SW252S CD-RW
Panasonic FDD
Codegen 400W PSU
2x 80mm fans, 1x 50mm
