Default wipe hard drive

I built my computer almost a year ago..and now i have a mysterious virus that doesnt show up in norton, and it is slowing my computer to hell. (getting 80 fps instead of 130 on Cs:s video stress test, also boot time is quite slower) I want to format my hard drive and start clean, but i have tried eveything, and been unsucessfull in every attempt. There must be a simple way to do this. Anyone know? Any suggestions would be greatly appreciated.

Ok, well I was able to reformat my hard drive, but I am still getting VERY unusual frame rates ( as described above 50 less fps than when i first built my computer) I have a 6600gt, drivers are updated. Any suggestions?

dust? heat? broken fans? Software issues? Driver issues... many things could be dropping the frames...

I'm almost 100% positive that this may be the problem:

I've also been experiencing This...but only once- During gameplay.
