by todays standards what hardware is generally required to play new pc games (like FEAR?)

I'm looking to buy a new laptop or desktop pc and was wondering if there is a standard out there?

Would any of you reccomend buying a laptop for gaming? My budget is around 4000 dollars.

Also are there any good buying guides out there that would help me?
