Default USB 2.0 PCI problem

I'm trying to fit a PCI Card with 6 USB 2.0 ports on it. After installing the card and re-booting the PC I'm getting a message that says "Operating System Not Found".
I have removed the PCI card and things are back to normal again.
Does anyone have any ideas?
I have installed the card first prior to attempting to install the drivers from the CD. Is that the right order or should I install the drivers first?? In the manual that comes with the card it does appear that I should install the hardware first.

check bios to see if you have like "removable cards" higher in boot priority than your hard drive, and yes you should install the hardware first.

Nope. Hard Drive is the first priority in the boot order.

There is a setting though for PCI slots. That is set to "Auto" rather than "disabled" for each slot.

IIt sounds like its trying to boot off the PCI card for some reason.

who made the card, if it's some el cheapo brand, that could be part of the problem, this shouldn't make a difference, but have you tried other pci slots?

Nope. Nothing is connected to the "new" USB 2.0 ports.
