Default cant get rid of work off line pop up?

I have a dell laptop with windows 98SE and I cant get rid of the pop up working off line retry , it just keeps comming back and when it does it interfears with the function I want to do and I click it off and it comes back in 4 seconds, how do I get rid of it, I want to work off line Im not hooked up.to any line, Im trying to work on things off line with this lap top until I later deside to use it. Is this the message that is coming up in IE? Or, if it's the Windows dialog box, just disable the network card.

I agree with Starwarsman. Sounds like there is some application trying to access the internet in the background. Ad-aware is likely to solve the problem. I'd also suggest a virus scan and using a firewall (which will highlight any apps trying to get online).
Incindentally, if the problem occurs when you are looking at web-pages you have saved on your PC it might be because the pages need to connect to the 'net to show stuff. In this case click file (in internet explorer) and 'work offline'. You'll need to undo this when going online again.

yes Im not going to go on line until I repaire most of the problems like the kernel dill error s page fault and the 16 bit program running in the backtround
