Often Compaqs and HPs and such use ASUS or MSI boards however they are heavily modified (read: crippled) from the original design and the BIOS is rewritten to tailor to that board ... it seems Compaq/HP use MSI boards and Dells often use ASUS ones.

With the exception of the overpriced FX line, AMD chips are indeed half-locked.
