Default flashing led fan

when i booted my computer up w/ the side not on i noticed that one of my led fans flashed like a strobe. however, from what i can tell it's not doing it now. is this likely the fan doing, or something to do with the connection? (i forget if the connection for the fan is on the motherboard or directly from the PSU)

Maybe the conenction was a little bit loose, so the power kept going on/off.
