Master vs. The Slave?

ok, right now i am running 2 drives in my comp, one has windows(20gb IDE) and im gonna use the other for files and games(120gb sATA). what i want to know is, how can i set the second one up to have all of my program files on it, and just have the 20gb running just windows? can i set the 120 to be the default download/installation location and can will i be able to acess all my programs in the start menu? will i have to move everything in my start menu now to the 120 drive? can i move everything on my windows drive to my data drive except the window folder? thanks for any and all help
