Need help deleting a file!

I need help deleting some weird file that I don't even remember downloading. According to my antivirus the file is not infected and is not a virus, but when i try to delete it, i get a message saying that the file is possibly being used by another person or program. How can i get rid of it. I can't move or rename the file either!

boot up in safe mode, then it only runs the bare programs needed. Then the file will not be running and you can delete it.
