Default Scrolling problem on websites

I have just reformatted my laptop and now when I go on a website I have a problem strolling down the page. If I put the cursor in little arrows on the right hand in the page and scroll down, the page doesn't move smoothly, it is more erratic as it moves to the bottom of the screen. Before you say, yes I have initialised the smooth scroll in options>advanced

I think you guys may have hit the nail on the head. When I was reinstalling the drivers, I remember there was a problem with something that mentioned video.

Yeah, I had that same problem with my laptop. I fixed it by installing older drivers and upgrading to the newer ones.
