Assuming the TV can accept s-video, all you need is a videocard that has an S-Video out connection. And of course the S-video cable. You'll also need the correct drivers to support this kind of connection, standard VGA drivers probably won't cut it.
There are other ways to do it, but S-Video seems the easiest.
