Exclamation Grey lines across the screen

I have an older computer with an onboard video card and not to long ago I noticed that when you have a white screen or a light coloured screen showing, the screen is very dull looking, and if you look closely there are dull black/grey lines running horizontally across the entire screen, about a cm in height and running the entire width of the screen... to even further show this, if you select some text with your mouse, say multiple lines of text in the center of the screen, it will select the text in blue, but on both sides of the text, the screen will turn almost completely black with these lines going across on either side..... I'm pretty sure its something to do with the video card, I tried hooking up a different monitor and it didnt change anything.. I have never seen anythin like this before, so I was just wondering if the video card is shot or if there might be a way to fix it... I have a screen shot if anyone needs an example of what Im talking about.

The monitor definitely isn't faulty, since the same thing happens with another monitor too.
It could be the vga cable... Try to use another cable.
