put in your restore or bootable XP disk and try to repair your installation, it will be an option before formatting and reinstalling, it will say something like "press r to repair an existing windows installation" or something like that

depending on the letter of your CD drive (referred to as X in my example)

Code:
move X:\hal.dll C:\Windows\System32 /-Y
basically, you start with move, which says what your doing, then you enter the location of the object you want to move, then you enter the destination of that object. The /-Y bit at the end means it will prompt you if you want to overwrite an existing file, i put that there in case the old hal.dll is actually there but s just corrupt.

Give it a try and then post back

*EDIT* - oh yeh, i never told you how to actually get into the command line. As soon as you turn the PC/Laptop on, continuosly tap F8, whe you get a menu come up, select the option to use command prompt, or command line.

maybe if you burned a linux live cd, such a slax, booted with that and put the hal.dll file onto a pen drive and copied it over through linux.
That should be easier for you, and you don't have to figure out command prompt

as for command prompt i have no ideas
