Hey. My computer was being really pesky in the past, it would minimize while playing CS, and it would take like 20 mins to boot up. In like mid-05 I took it to CompUSA for a different problem, and they put an IDE controller in my pc. Not really knowing what that did, or why they put it in, I just assumed it was there to fix the problem. Well, although the problem was fix, another came up. When I went to boot my pc, it would just loop. Like, I'd boot it up, it would get almost to booting to windows, but then it would just restart.
Well, I let my friend clean out my pc, cuz hes alot better with PCs then me. He removed the IDE controller and that got rid of the loop problem, but now my CD/RW disk drive isn't being recognized. I checked inside the PC, and both the cable from the drive and the one into the motherboard are pushed in tight. The CD drive will open, but when I put a cd in, nothing happens. And, when I go into My Computer, it isn't there. I checked the hardware manager, and its not there either. Any ideas? Should I just buy another disk drive? Are the jumpers on the back of the CD Drive set correctly?

It's different for most drives. Look up the model online and use the manual there to figure out where they should be.

Now that I look at it, the part of the IDE cable closest to the bottom of the case wont push all the way in. So, I took it out and I used a flashlight and a dental mirror and looked and I think one of the prongs is bent. Thats a really small area to get to, though.

Well, we have another PC here that we don't use. Its a Compaq, and it has 512 RAM and a AMD Sempron 3000+. Since my pc gives me so much trouble, would it be okay to put my video card and gig of ram into the Compaq? Would it work, I mean? Oh, and would it be a huge downgrade from an AMD Athlon 3200+ to the AMD Sempron 3000+?

It would work as long as it's physically compatible.
The processor thing would be a bit of a downgrade, probably most noticable while gaming or while running a lot of programs, and not very noticable otherwise.
