Command interpreter for windows 98

What is that? I think i need it to start windows 98 on my computer.

Starting Windows 98. . .
Type in Command Interpreter (e.g. C:\WINDOWS\COMMAND.COM

I just slaved a new hard drive off my old hard drive

It means your OS is shot ... you can try and hack-repair it by copying COMMAND.COM to the C:\Windows folder when booting off a floppy but no guarantees it will work
