Window problem

Every time I try to drag a window and place it somewere else a square (the size of that window) appears and where ever I place the square the window goes, check the pic if you don't get what I mean.
Is there an option to actually make the window move while I drag it?

i think this should fix it:
tight click my computer, select properties then the advanced tab,
under performance slick settings, then select Adjust for best appearance
