Default Port forwarding problem

I can't seem to forward ports. I disable Kerio and Windows firewall. The router firewall IS disabled. Only firewall left enabled is the modem one.

In the modem, I forward ports by typing in inside ip: internal ip, outisde ip: 0.0.0.0, inside port: the port, outside port: same as inside port. On protocol I choose TCP. Then I create a new entry with same settings, but specify UDP as protocol.

All this is for being able to download. Uploads seems to work, but not downloads.
What could be blocking the transmissions?

Hm, when I disconnect the router and use the modem only it works. Even if the firewall in the router is off by default.
