Default VPN Win Server 2003 behind Cable Modem

Is it possible to run VPN Server (routing and remote access VPN, Win Server 2003) behind a cable modem network that only has one public IP?
This server also host a website and FTP, and there are other clients on the network.
I was told that you need two public IPs, I got the VPN to work but the website went down but the FTP was still working.
If anyone has a suggestion or advice.
Also my server has two network cards, how should I configure them?
