Unhappy Possible worm?

Whenever I try to open any files on my old computer with windows 98, there is a message that says "cannot find windbg.exe, which is needed to open file type applicaion" Is it possible that it is some sort of worm, because sometimes I can open the program using an alternate route. Maybe I just need a new windbg, but I wouldnt know where to find one. Suggestions?

if you think you need that file, search for it online, I'm sure a reinstall of windows would fix the problem too
