On powering up a system the largest draw on a supply is generally seen at that time. Once Windows is at the desktop your problem disappears since the draw on the supply has diminished. Without seeing this at any other time and running an older model board it seems to be more of an annoyance then a major hardware fault being seen there. Perhaps the supply itself is the source of some type of harmonic when video as well as the other hardwares pull on the current supplied. I see that with one game during at the menu where there are no scratches or smudges on the game cd. This was first seen when swapping from an MSI NVidia driven 128mb AGP card to the former ATI Radeon 9550 256mb model. On a new board with the MSI Radeon X1300 Pro 256mb PCI-E card the same horizontal line scrolls the screen at the menu. That only happens in that one game alone. Nothing to worry about? could be said there too. A more sensitive card will pick up harmonics and interferences more then other cards. This why trying a reseat of the card after even using a can of air cleaner to blow the dust and dirt buildup out of the slots and case may see this disappear partially or completely along with checking the connection to the card. A dust buildup storing static is one thought there.
