I put a new sound card in my computer so I can use some 5.1 speakers. I pluged it in to my mother board and put a wire to my dvd-rom drive. Do I need the wire at all because it is just getting in the way. and what does it do when I plug it in, I mean like do it upgrade the sound at all or anything.

No, it does not upgrade sound, it just allows you to use the headphone jack at the front of your dvd-rom drive. Most people don't use so you can remove it if you want. Even if your drive does not have a headphone jack, it won't hurt not having it in. Hope this helps.
