If you have good air-cooling, WC is not required at all. However it is used for overclocking because it is more able to deal with the higher temperatures compared to standard HSFs. The heat from the processor is transferred more quickly and efficiently and the processor therefore stays cooler - important for stabilty and reliability.

If you refer to my "Liquid Cooling 101", you see that liquids transfer heat much quicker than air does, however air cooling can work almost as good as water cooling, all you need is a good setup. My CPU ran around 25C Idle with the stock HSF.
And you can do some significant overclocking on air without raising the temps too much, its when you get into higher voltages that you need to watch the temps.

yea, not to mention simple air cooling leaves the heat inside the case... so if you dont have good case ventilation it doesnt help much.
yea water + electronics = lose... but if you're needing cooling, and you can keep the water from touching the parts then you're good... plus they sell cooling liquid other than water. i think thats to prevent corrosion though.
