Nope. Thermal pads sometimes come with the heatsink (both stock and aftermarket). It is a pad that is already on the heatsink, and it has a type of wax in it. Grease has, well, grease in it. You buy this seperately, though it does sometimes come with the heatsink. Most people prefer Arctic Silver 5, it works very well. It has silver in it, giving better conductivity.

They serve the same purpose, to fill in the "air pockets" between the heastsink and cpu, as well as tranfering the heat from one to another.

Generally speaking, the thermal pad is stock and is usually poor quality, buying a paste/grease such as Artic Silver 5, lowers the temps and is better quality.

it is arguably the best thermal compound there is in terms of longevity and how cool it keeps your cpu.
