I would start there Computer Specs 101 and then re-evalute why I would need that big a budget.

Agreed... Take my computer, stick a better GPU in it(probably a better PSU as well) and you'd have quite a graphics and gamming machine for right around $1000

http://www.newegg.com/Product/Produc...82E16822136012 < Raptor 150G(perhaps 2 of them)
http://www.newegg.com/Product/Produc...82E16814130279 < 7900GTX(maybe 2 when in stock...)
http://www.newegg.com/Product/Produc...82E16817171006 < PSU, 550W, +12v 38A

All you need to do is pick any basic ATX case you like, monitor(probably a LCD with DVI input) keyboard and mouse... I didn't add up the price for all this yet, but it would be one DAMN fine computer

Funny though ... an animation box and a gaming box will be using different videocards....

Nah... A gamming video card would work just fine for 3D editing. Oh, he could do like I mentioned. Use an SLI motherboard but have two different cards! One for 3D editing, one for gamming
