Question 98 -> XP now won't auto shutdown

Hey guys, i'm a newb at this stuff, but i thought the lovely people here at the comp forum could help me become a L33t (or what ever the new phrase is ) I recently upgraded OS's from 98 to XP prof. and now I've been having to deal with that ol' skewl screen that says "It is now safe to turn off your computer" while before it just turned off by itself. It's a pain cause I have to hold the off/hibernate button for about 5-10 seconds before it turns off. Do I need some file? or can I set something up in some settings menu? I'm not sure if my sig has my hardware so here it is.

6 year old (mom computer) compaq Presario 5190
256 ram
hdd 1) 8 gig master
2) 11 gig slave
400 Mhz processor
