Smile Pc Chips mother board power problem

i have a pcchips p4 fsb 533 motherboard with 2.0 gig processor board number is M909G; Socket 478 uATX m/b...my problem is with a power supply that i know works on another emachines board wont power this board. when the power button is pushed the cpu fan comes on for a second but no power or flicker from the screen. i have built computers in the past and have never seen this problem. The power supply i am using doesn't have the atx part is that my problem? i dont know anything about the board when i got it, it was in the orginial box.

atx has nothing to do with it, thats the shape, are you sure the psu has enough power to actally power the board?

i am not sure but i have tried the same power supply on another board with no problem. i tried powering the board up with no cdroms plugged in if that makes a difference on the power supply.
