Default PC powers off right after power on

A friend of mine gave me his machine to look at because right after you turn the power on you get 3 beeps and then it powers off. It doesnt even show the POST screen, just a blank screen. I dont know anything about the mother board except that it says AM75 Rev. D. When i looked up the beep codes I didnt know which mother board to look under. I tested the power supply and removed things like the RAM but the problem still occured. I also noticed the processors heat sync fan wasnt moving, am I dealing with a mobo or processor problem? Help appreciated. Thanks

I do believe your problem without a doubt is the fan not working. With the fan not working it will just shut down to save the CPU>

Ok Ill try and replace the fan and see if that helps.
