Default new error code

hello again... so here's what's happening. i'm doing a win xp install on a brand new hdd. it will format... says it's starting windows... then reboots. it's supposed to come back on after the reboot and begin the xp installation. instead i get an error code that looks like this.

couldn't open the disk drive 0
NTLDR couldn't open the disk drive 0.

Did you change the boot order in your BIOS so that your new hard drive boots up immediately after the CD-ROM and/or floppy (i.e. no other HDDs booting before it?)

i've changed nothing in bios. not at the time anyway. i've since changed the boot order all over the place. currently... it's 1-cd 2-hdd 3-floppy. the computer actually came running win me. this is a new hdd and i have a full install disk for win xp. i've even tried using the compaq recovery disk with my old hdd to just go back to my old config. i get something else, but still not what i want. usually i would get the compaq recovery console. now i get a black screen that says win 98 (which i've never owned) has been started. the screen stays black and i get a command prompt for the floppy drive. i do have a ME boot disk... but i get a prompt for ME disk two. which either doesn't really exist, or i'm just the one and only case that didn't need to make one.
