I have a A4-TECH OP-620 optical mouse. I was noticing since few days that the red light is comming out of the move from right side and up. And today i noticed that the plastic like glass thing protecting the light from comming out was broken from the right side. A very tiny piece was broken. And can't see any thing from upside but DOTTED light is comming out from there. So is that light harmful in anyway? or shall i try sealing it ? like through sticking a tape or something?

If the mouse is still working fine, then I would just leave it. Just don't look directly at the optical light source, that will blind you over time.

No the optical light isn't radioactive or anything. But as dciscouts said, don't look into the light, lasers are really bad for your eyes.If its annoying you, maybe tape/glue it in a very discreet way that won't affect the performance (ie: blocking the laser of lifting the mouse) But, you might just wanna leave it if its not so bad. Or hey! Get a new mouse.
